We had two goals: (1) keep dirty site water from draining off site and into the existing storm system; (2) allow access to the project for deliveries. Working together with the contractor, we decided that an asphalt berm alone wouldn’t provide enough protection and if installed thick enough to provide protection, wouldn’t allow for trucks to access the site. We also knew that Triangular Silt Dikes (TSDs) could be driven over but would tend to move if not secured to the existing asphalt. Solution: use both; TSDs to provide adequate protection from site discharges and the asphalt berm to secure the TSD flap to the existing asphalt. This worked well and required little maintenance.

Construction Entrance Fail

Another construction entrance fail. Vehicles drive through the Soaker tire wash, over some rock, then over dirt and sand, defeating the purpose of the tire wash. This exit from the tire wash needs to be rock or asphalt to the street. Disclaimer: I do not promote any products or suppliers.

Placing construction fence on both sides of a stabilized construction entrance keeps vehicles from taking shortcuts and dragging mud from work areas onto the rock.

Inspecting Construction Erosion Part 2  Inspecting construction erosion controls at a road construction project. Best management practices include: silt fence, stabilized construction entrance, drip pan, secondary containment of gasoline and concrete washout pan.

Issues discussed include: sediment track out, possible catch basin collecting dirty water, gas can sitting out of secondary containment, potential for high pH concrete wash water overflow and equipment drip pan in poor condition.

Triangular Silt Dike Berm

Triangular silt dikes make great check dams and berms. I have used these across construction entrances as they keep water and sediment on site but can be driven over also. Asphalt placed on the fabric flap holds them in place.

Sediment Track out-I’ve had Enough

Another day, another random drive by construction erosion inspection. This sediment track out is an ongoing issue and remains unresolved and i’ve had enough.  I issued a Non-Conformance Report stating that the construction entrance/exit will remain closed permanently unless a solution is found and implemented.

Paying for TESC

The Best Way to Measure and Pay for TESC in Public Works Contracts

It is a big mistake to make temporary erosion and sediment an “incidental” item in a public works contract. Anything that can be measured should be and set up as a Unit Price item. Planning and Implementation can be lump sum but measurement and payment must be clearly specified. Force Account is set up for unforeseen conditions; the amount is set by the owner so that everyone bids the same number. Make clear at the pre-bid meeting that the Lump Sum bid for planning and implementation covers lots of stuff and they need to bid accordingly. Here is an example of the best way to pay: (more…)
